In 1995, the best place was Chez Franz's 10-12 rooms attached to the
excellent
restaurant. It didn't have electricity all the time--but was clean and
well
cared for. In the evening the elderly women who owned it sat on the
veranda and
say the rosary. It was a better atmosphere than either of the two "hotels"
that
OAS/UN staff had used, Chez Elias (across the street from the Teleco
office)
and another one owned by a rough guy who used to get drunk and shoot off
his
mouth and his gun at night...It had a disco sometimes, and had a swimming
pool,
and when it rained, raw sewage from the street's open sewers flowed into
the
pool, to which he'd add more and more chlorine. Maybe it's improved since
