This is not to justify the government of the US and its economic hegemony,
in
any way, but merely to indicate the difference between order (however
socially
misadministered) and chaos. One of the unfortunate differences between
President Aristide and President Nixon at the time of Nixon's resignation
in
the face of widespread dissatisfaction is that when Nixon was forced to
resign,
there was a structured government in place with codified procedures for
replacing him. It wasn't going to be "koupe tet, boule kay" or massacres
in the
streets by gangs fighting to put their warlords in power. Haiti has very
little
time to develop a workable program before degenerating into chaos or a new
form
of militarism... when things get close to chaos, people tend to long for
order
