You are quite correct that the Haitian constitution
doesn't recognize dual citizenship. If the Haitian
government hasn't been able to prove that Andre Apaid
is using a foreign passport, and is instead trying to
discredit the procedure through which he like so many
others became Haitian citizens, it means that they
have no proof that he retained US citizenship.

The government is so stupid that they offered Apaid to
give him a Haitian document to travel that would not
be a passport (which they are refusing to renew.) If
they were standing on principle and knew for a fact
that he had kept his US citizenship and thus violated
the Haitian Constitution, then they would have had no
reason to make such a silly offer.
