IMHO, while Washington can't talk about "debt forgiveness," the law is
clear, neither will they mention debt collection. To think about "collecting
a debt from Haiti" is beyond absurd.  To a Haitian government, GRANTS not
loans make sense as do private grants and gifts to the NGOs that are trying
to assist the Haitian people.

Prudent and socially responsible private investments, "seed money" that
create cottage industry jobs, each providing employment for three or four
Haitians, should be welcomed.
