Yes, Jocelyn, it is very important that the criminals who are the current
leaders of the armed rebels not be accepted as part of the governance  of
Haiti. In fact, the HNP should be looking for them to answer for their
convicted crimes. It is troubling that they are seemingly welcomed and
celebrated in PAP, OKap, Gonaives, etc. as liberators, but they have
apparently capitalized on the anti-Aristide and anti-Lavalas emotions that
have been growing to such a high level.

The US, France,  OAS etc. should not compromise with them. Phillippe's
promise to lay down their arms was not credible when given, and the excuse
that The pro-Aristide chimeres must lay theirs down first was predictable.
Both should disarm so the people will not be intimidated. Elections must not
be held while those arms and that intimidation are still present. Hopefully
the majority will help insist that the arms be destroyed, and if hidden,
that they be returned.

Unfortunately, persecution and assasination is apparently happening from
both sides, so asylum for refugees is problematic. The real battle is with
the guys with guns who threaten others, from whichever side. The
international forces should make a real contribution by disarming and by
confronting those guys from both sides. (I realize that is easy to say,
harder to do, with the possible prospects of getting caught in the middle,
but I believe it is important.)

Keep up your efforts. NCHR has a role to play in all this, for the good of
Haiti as well as Haitian refugees in the US.
