I agree that one reason to doubt the theory that the US wanted to use force
to oust Aristide is that the US wouldn't want another foreign policy mess on
its hands. However, that assumes that our current foreign policy leaders have
their act together. I'm not convinced that they do. Our current Pentagon and
national security leadership makes the word "hawkish" too mild. As one friend
said: "from the gutter to them is not up."
