That's an interesting comment in light of the fact
that the Boca Ratan regime has abolished the programs
and office of the Seceretary of State for Literacy. So
much for the priority of teaching the population to
read and write. Maybe the NGOs will do it since they
did such a good job with the more then 75 million the
US government paid them directly over the past three
years. I am sure at one poor outcast person learned to
read and write with all that cash.
