an interesting essay... one irony, however, is martineau's reference to
"drugs,
contraband, and abuse" as associated but with the elite and as things that
aristide was combatting, whence, in part, their hatred of aristide, per
martineau.  now, in fairness to aristide, he did inherit a narco state of
sorts
from the cedras junta and probably found the prospects of truly combatting
it
to be overwhelming. i remember very well operation houragan, case in
point. so,
he may well have figured, "well, if you can't beat them join them" (was a
similar defeatist logic behind the creation of the chimeres?) and
hopefully figured that the proceeds from this lucrative trade could
benefit his
beloved poor.  that did not seem to work out, however, but at least
ketant's
children got a union school education out of the deal. perhaps it even
made the
lavalas lobbyists all the more affordable? dunno, but ya gotta wonder
where all
those millions came from.
