CEP: Expiration of the deadline given to Fanmi Lavalas: the interim
authorities have another problem to solve with the non-aligned parties

Port-au-Prince, April 30, 2004 -(AHP)- Spokesperson of the
non-aligned parties Osner Févry declared this Friday that he was
keeping the name of Doctor Rosny Durand as the representative for
this group in the new Provisionary Electoral Council (CEP).

In parallel, Dr Gérard Blot, who claim to be leader of another group
of non-aligned parties, declared that he had named Patrick Féquière.

According to Osner Févry, the choice of Rosny Durand is real since
the choice was made during a general meeting, he said. He warned the
provisional authorities against any attempt to put Rosny Durand aside.

The choice of a representative for the non-aligned parties in the new
CEP is another problem to solve by the provisional government before
this council is set up. Interim Prime Minister Gérard Latortue
declared that he had given until April 30th to the organization Fanmi
Lavalas to give the name of its representative.

The day before that deadline, on Thursday, Fanmi Lavalas informed
that it had named its representative for the new CEP, but gave some
conditions before communicating the name. The political organization
invited the provisional government to disarm all armed groups who
control a good part of the national territory, to free police
stations that are under armed gangs' control in over 7 departments,
to send policemen in all police stations in order to stop political
persecutions, crimes of all kinds and abuse of power against Fanmi
lavalas members.

A leader of the executive committee of Fanmi Lavalas pointed out that
the lethal violence committed in Saint-Michel de l'Attalaye by
supporters of the former opposition platform confirm the validity of
his demands.

Armed individuals, among whom were former rebels, killed at least 4
people and injured about twenty others Thursday in the Paul Communal
Section of St-Michel de l'Attalaye because these people were opposed
to the installation of a former head of section to replace the local
CASEC.

The 1987 constitution, still in force, doesn't acknowledge the
existence of heads of section.
