In the U.S., the checks and balances were created between the executive,
the
congress and the judicial. In Haiti, traditionally its been between the
executive, the army, a parallel, usually civilian army and Washington.
If Haiti holds simultaneous presidential and parliamentary elections in
2005,
this trend will continue. I propose parliamentary elections in 2005 with
this
transitional government continuing on. At some point in 2006 the
parliament
elects a new prime minister and then perhaps in 2007, presidential
elections,
at which point (perhaps 6 months later) the new president then chooses his
own
prime minister. This may help create a step by step approach to the
electoral
process which is less divisive, less destabilizing and represents a system
of
government envisioned by the 1987 constitution. It may also help identify
a new
political class, understanding of the parliamentary, rather than
autocratic
approach to governance.
