home-grown managers, technocrats, artists and artisans.  To argue otherwise
would be folly.  She lacks a national leadership that will dedicate
themselves to serving their country.  Unfortunately, as M. Hyppolite has
alluded, there has been no shortage, and indeed a surplus, of "leaders"
whose raison d'etre is to have Haiti serve them.  They are driven to rule,
not to lead, and gather thugs about them who will support their supremacy in
exchange for patronage.

To break this cycle, one must ask, "where and from whom during a Haitian
child'd education and nurture does the child learn ideals of selfless
service and sacrifice for country; that public service means placing public
interest above self interest?  It is a matter of imparting appropriate
values and attitudes to Haitian youth that pay a dividend to Haiti rather
than exacting a price from her.
