A couple of years ago, the Episcopal  diocese of Haiti needed to get
permission for customs clearance for a container rload of caps and gowns
arranged to be sent to Haiti from a manufacturer, and THEY had to apply to
the Ministry of Cults for that, so I guess "CULTS" in this case means all
religions. Therefore no negative connotation was apparently involved.
