There is no excuse for the lack of arraignment (formal charges).

However, I did hear, that much of the prolongation of Neptune's stay in
prison was due to his lawyer's pleas for a "change of venue" in that
Neptune did not want to be tried in st. marc., which some say has to be.

How you can apply for a change of venue when no one has been arraigned has
never been answered to my satisfaction.  kathleen
