With all due respect, Hyppolite, the kidnappings are proof positive that the
Haitian State outsources its responsibilities, doing nothing to heal the
PNH, the Justice system.
Let's ask for more UN troops and blame them!!! Let's keep saying "se pa fot
nou" while nothing is done by executive, legislative, and judicial branches
of Haitian "government" and its definitive infrastructure!!!
The kidnappings may have started out under a political beard, but have long
been just another, surer, easier way to make money in Haiti for ALL
criminals (equal opportunity) and the Haitian State does nothing.  Yes,
there are and have been political prisoners, but the most famous (Yvon
Neptune) refused to go to court TWICE and Haiti's justice system couldn't
