One way to encourage young and not-so-young
adventurous visitors to Haiti (AND TO REDUCE CRIME) is
to decriminalize activities that are not criminal per
se --like growing and selling pot.  Smoking pot is no
more detrimental to your health than tobacco and
alcohol.  The crackdown against it has more to do with
repression against youth during the Duvalier era and
with US taboos.  In Holland where Marijuana is legal,
local people actually smoke less but tourism did go
up!

Develop some basic infrastructure in the slums, like
roads, electricity, running water, public telephone,
school and training opportunities, youth centers, etc.
-- expenditures that the state could afford if the
politicians had their priorities right -- and instead
of kidnapping as a growth industry, you could almost
envision the flow of tourists going to Cite Soleil to
intermingle with its vibrant youth culture.  Just a
thought.
