In the 19th century American West, peacekeeping was often the province of
citizens' committees. Response to public need. Administration of local
justice in the interest of maintaining security and peace is not a vice.
It is the root of popular government. In the absence of a sheriff, or
legal infrastructure, leaders among the people deputized themselves to
keep order. Where there were no jails, justice carried out in the name of
a community was often swift and violent. It was also an effective
deterrent to crime.
