claim that appeared in an article in a768?


"Bloomberg's
police commissioner, Ray Kelly, was head of the
International Police Monitors in 1994 that trained the
Tonton Macoutes and the ex-army officers for the Haitian
National Police."

I find this very interesting, if it is true, in light of the overturns today in
the Luima case.  (I am not suggesting they are directly connected legally)
