There were ex-FADH officers among the new Haitian police, as well as
non-FADH
who passed the screening tests. As to "macoutes", that depends on how you
define macoute. "Human rights abusers" were supposedly screened out. I
personally believe that ANY former FADH officer should have been
considered
tainted. Many new police were sincere, intelligent and idealistic. Many
were
Lavalassien. They lacked training, infrastructure (especially
communications
and transportation), and leadership. When they complained to their
superiors
about malfeasance within their posts, they reported they were often
ignored or
told to "obey and be quiet." That was in 1995. I can imagine a rapid
