i believe the dominicans are trying to define, refine, reconstruct  
their electorate...they don't want a haitian voting block swaying their 
elections...bahamians do it, floridians do it and cubans in cuba will 
do it more visibly when they start holding elections...this is not to 
say their aren't other political, cultural and economic factors at 
play,but a democratic haitian invasion of the dominican republic is the 
last thing dominicans want...they will stop at nothing to make sure it 
doesn't happen...
