the post by Lance Durban suggests a concern i have and have had:  now that
the UN is gone, there is no Army and the police are ill-trained, at least
partically corrupt, etc., what will happen regarding the question of
stability?

i wonder who is behind the scenes, right now, "figuring" on how to
reinstitute the Army, how to justify a "crackdown" based on the historical
methods used in Haiti (and many other countries, btw).......

is it possible that all my concerns are completely unjustified?  the
importance of this single question cannot have slipped by most on this
list........
