I am working for the Census now, actually, as a Field Operations Supervisor.  
A person who is Haitian would probably check "black" for race or races.  Then 
there is a section which asks specifically for ethnicity, and the person will 
answer "Haitian".  Very simple.  It is also possible to check more than one 
"race" box, so for example a mulatto Haitian will check both "black" and 
"white" for race or races, and again, Haitian for ethnicity.  Simple.
