There is a BIG difference.  Those American citizens living in Haiti are 
unlikely to have chosen to be naturalized in Haiti.  They remain faithful to 
their motherland.  Or, if they are naturalized in Haiti, they have 
relinquished their American citizenship, thus, their right to vote.  Haitian 
citizens living in the USA who have lost all their rights in Haiti, are 
Haitans who have freely chosen to become naturalized citizens abroad.  They 
have divorced themselves from their motherland.
