Lakhdar Brahimi was the head of the UN mission in Haiti in the mid-1990s not the U.S. mission.  He was the special representatives of the UN Secretary General in Haiti (95-98?)

UNITED NATIONS (Reuters) - Lakhdar Brahimi, a former Algerian foreign minister, was appointed Wednesday as the chief United Nations envoy for Afghanistan, in charge of political affairs as well as the relief 
operations....Over the past decade, Brahimi has been appointed to a variety of trouble-shooting jobs by both Annan and his predecessor, Boutros Boutros-Ghali, including chief of the U.S. mission in Haiti in the mid-1990s.


My comment: was Brahimi the chief of the U.S. mission in Haiti? Surely some mistake...or maybe not?
