There's nothing new in Jesse Helm's Haitian proclamation. All the arm-
chair quaterbacks on the Corbett list have been discussing these
revelations for some time now. What's missing from "the proclamation"
is a solution. Should U.S. policy revert to the Republican party
approach of "repression works"? Haiti is still in Dade county with
borders on the Dominican Republic, the Bahamas and Cuba. And, Haiti is
still a social, political, economic and drug smuggling time bomb
waiting to explode. It can't be ignored in the hopes that it will go
away. So, someone is still going to have to come up with some sort of
solution. The solution is still going to cost billions and trustworthy
partners are still needed in the Haitian government. What we don't know
is what will come first. Trustworthy partners or a time bomb explosion.
