15342: Hermantin: City of Miami Resolution related to Haiti's Bicentennial (fwd)

AUTHORITY:	Resolutions 03-77, 03-129

PURPOSE:	The City of Miami’s coordination and organization of events, in
cooperation with the Office of the Mayor, related to the celebration of the
200 Year Bicentennial of Haiti, such celebration to consist of various
activities to take place in the South Florida area throughout the Year 2003
and culminating with a major festivity on January 1, 2004.

TERMS:	The recognized and official time-line for the conclusion of the
Bicentennial celebration, including all activities commemorating the
independence period, shall be midnight January 1, 2005.

APPOINTED BY:	&#1649; The Mayor and a City Commissioner are designated as
Co-chairpersons of the committee.  The Chair of the Committee shall be the
District 5 Commissioner who represents Little Haiti and is requested to
prioritize any discretionary funds and any other available funds, including,
but not limited to grants, gifts, State and Federal appropriations, to
assist the City, including but not limited to the “Little Haiti Clean-up”
landscaping, lighting upgrades and improvements and other such physical
improvements to the area of the City known as “Little Haiti.”
&#1649; Two members shall be appointed by the City Commission.
&#1649; Each County, Municipal Commission or Council, School Board, or other
such governmental entity that wishes to participate in, or facilitate, such
coordination of celebratory events and activities, may, by interlocal
agreement (in a form acceptable to the City Attorney) fully and equally
participate in the Committee with all such rights, privileges and membership
as provided for in Sections 2 and 4 of Resolution 03-77.  [Sec. 2: The Mayor
and a City Commissioner are designated as Co-chairpersons of the Committee,
which shall include the appointment of two individuals from the community
appointed by the City Commission.  Sec. 4: The City Manager is authorized to
execute all necessary documents, including, but not limited to interlocal
agreements, in a form acceptable to the City Attorney, for said purpose.]
&#1649; To ensure that the Haitian-American Community is fully represented
in the Bicentennial Celebration, which shall be documented by a signed
letter to the City Clerk of the City of Miami attesting to the selection
process, the following organizations are appointed to the Committee:
o	The Consul General of the Republic of Haiti with Co-Chair status
o	The Haitian American Grassroots Coalition – 7 members, with one being
designated as Co-Chairperson
o	The South Florida Haitian American Historical Society – 1 member
o	Notre-Dame d’Haiti Church – 3 members, with one being designated as
Co-Chair
o	Haitian American Alliance Youth Foundation – 1 member
o	Haitian American Chamber of Commerce – 3 members, with one being
designated as Co-Chair
o	Miami-Dade and Broward Counties, Cities of North Miami and El Portal,
Miami-Dade and Broward County School Boards, and any other governmental
entities as provided for in Sect. 3 of R-03-77, provided that such
representation is in the same manner provided for in Sect. 2 of R-03-77
o	Other such entities that may be designated from time to time by the City
Commission provided such action is taken after a published notice.

QUALIFICATIONS:	Not specified.

CITY STAFF LIAISON:	The City Manager is directed to assign full-time
personnel to assist the committee, and to solicit and encourage
participation from area municipalities and governmental agencies, with each
agency entitled to the appointment of one elected official and two community
activists to the committee.  The City Manager is authorized to provide
“in-kind” services such as printing, mailing, postage, loan of surplus
equipment and other such items.  The Manager is requested to coordinate with
the State of Florida Department of Transportation, Miami-Dade County Public
Works Department, the Metropolitan Planning Organization (MPO), the City’s
Departments of Public Works, Planning and Zoning, and NET to ensure that the
maximum effort to upgrade Little Haiti is completed prior to December 2003.
The City Manager is directed to designate City personnel, fluent in French
and Creole, as liaisons to assist.  The City Clerk is requested to provide
legal notice in both English and Creole both in print and by radio of all
meetings of the Committee.
